Standards on Professional Competence of Teachers Instructing at Intermediate Level

Circular 08/2017/TT-BLDTBXH stipulates the standards for professional qualifications and competencies of vocational education teachers, issued on March 10, 2017. The standards for professional competencies of teachers instructing at the intermediate level are defined as follows:

1. Standard 1 on Professional Qualifications

- For theory instructors:

- Possess a university degree in the relevant major or a pedagogical university degree relevant to the subject being taught;- Have a firm grasp of the knowledge in the assigned teaching field;- Have knowledge of related subjects and modules;- Have an understanding of the practical aspects of the profession in the assigned teaching field.

- For practical instructors:

- Possess one of the following relevant vocational skill certificates suitable for teaching intermediate practice level: National Level 2 Vocational Skill Certificate or 4/7, 3/6 worker rank certificates or certificates of Distinguished Artisan, Distinguished Artist, Distinguished Physician or higher, or an advanced vocational practical skill certificate, or a vocational college graduation degree, or equivalent;- Be proficient in the skills of the assigned teaching field;- Be able to organize production and service activities in the assigned teaching field;- Have a firm grasp of safety techniques and labor hygiene in the assigned teaching field.

- For integrated instructors:

- Possess a university degree in the relevant major or a pedagogical university degree relevant to the subject being taught and one of the following relevant vocational skill certificates suitable for teaching intermediate practice level: National Level 2 Vocational Skill Certificate or 4/7, 3/6 worker rank certificates or certificates of Distinguished Artisan, Distinguished Artist, Distinguished Physician or higher, or an advanced vocational practical skill certificate, or a vocational college graduation degree, or equivalent;- Have a firm grasp of the knowledge in the assigned teaching field;- Have knowledge of related subjects and modules in the relevant field;- Have an understanding of the practical aspects and safety techniques, labor hygiene in the assigned teaching field;- Be proficient in the skills of the assigned teaching field;- Be able to organize production and service activities in the assigned teaching field.

2. Standard 2 on Foreign Language Proficiency

- Possess a Level 2 (A2) foreign language proficiency according to the regulations in Circular 01/2014/TT-BGDDT issuing the 6-level foreign language proficiency framework for Vietnam or higher.

- Be able to read and understand specialized documents to serve teaching activities.

3. Standard 3 on Information Technology Proficiency

- Possess information technology proficiency according to the Basic Information Technology Usage Skills Standard stipulated in Circular 03/2014/TT-BTTTT stipulating the Information Technology Usage Skills Standard or equivalent.

- Be proficient in using specialized teaching software to design lectures.
