On September 23, 2024, the Minister of Information and Communications of Vietnam issued Circular 12/2024/TT-BTTTT stipulating standards and conditions for the promotion of professional titles for public employees in the Information and Communications sector.

Standards for promotion of professional titles in information security sector in Vietnam from November 7, 2024

(1) Promotion to the professional title of Information Security Grade I, Code: V.11.05.09

- Currently holding the professional title of Information Security Grade II, Code: V.11.05.10

- Having held the professional title of Information Security Grade II (or equivalent) for at least 06 years. In cases where there is an equivalent period with the professional title of Information Security Grade II, there must be at least 01 year (12 months) holding the professional title of Information Security Grade II up to the deadline for submitting the application for promotion consideration (if the period of holding the professional title of Information Security Grade II is not continuous, it can be accumulated);

- During the period of holding the professional title of Information Security Grade II (or equivalent), having chaired research and development of at least 02 (two) state-level, ministerial, department, provincial-level projects, proposals, programs on information security assigned to manage and implement by the public employee's managing agency/unit, which have been approved and issued by competent authorities; or having chaired the development of information system security plans for at least 02 (two) information systems of level 4, 5, approved by competent authorities; or having chaired the research and development of at least 01 (one) information security product or solution that has won a ministerial or provincial-level award or higher.

- During the period of holding the professional title of Information Security Grade II (or equivalent), having received a commendation or achieved the title of ministry, sector, province-level emulation soldier for achievements in professional activities.

(2) Promotion to the professional title of Information Security Grade II, Code: V.11.05.10:

- Currently holding the professional title of Information Security Grade III, Code: V.11.05.11

- Having held the professional title of Information Security Grade III (or equivalent) for at least 09 years (excluding probationary or trial periods). In cases where there is an equivalent period with the professional title of Information Security Grade III, there must be at least 01 year (12 months) holding the professional title of Information Security Grade III up to the deadline for submitting the application for promotion consideration (if the period of holding the professional title of Information Security Grade III is not continuous, it can be accumulated);

- During the period of holding the professional title of Information Security Grade III (or equivalent), having chaired or participated in research and development of at least 01 (one) project, program, or proposal on information security at the basic level assigned to manage and implement by the public employee's managing agency/unit, which has been approved and issued by competent authorities; or having chaired or participated in developing security plans for at least 01 (one) information system of level 3 or higher approved by competent authorities; or having chaired the development of at least 01 (one) regulation, rule, or technical procedure on information security approved by competent authorities; or having participated in the research and development of at least 01 (one) information security product or solution that has won a ministerial, sector, provincial-level award or higher.

- During the period of holding the professional title of Information Security Grade III (or equivalent), having received a commendation or achieved the title of ministry, sector, province-level emulation soldier or twice the title of basic-level emulation soldier or higher for achievements in professional activities.

More details can be found in Circular 12/2024/TT-BTTTT which comes into force in Vietnam from November 7, 2024.
