Propagandists for National Defense and Security Education are individuals responsible for disseminating knowledge about national defense and security to officials and the public at the grassroots level.
To become a Defense and Security Education Propagandist, the following standards must be met:
- Have full civil capacity and health to perform the duties of a propagandist;- Possess a strong political stance, good moral qualities, and be reputable among the people;- Have knowledge and understanding of defense and security.- Undergo training and refresher courses in defense and security knowledge dissemination and be certified by a competent authority.- For propagandists in ethnic minority areas, in addition to the above standards, they must be proficient in the language of the local ethnic minority.
Defense and Security Education Propagandists are selected from the following sources:
- Officials, public servants, and non-professional workers in communes, wards, commune-level towns; village heads, hamlet heads, heads of settlements, buons, phums, sobs, residential group heads (hereinafter referred to as village); heads of local organizations in villages, village militia commanders, self-defense platoon leaders.- Communist Party members of the Communist Party of Vietnam residing in the locality.- Exemplary individuals, and reputable people within the residential community.- Members of the Vietnam Veterans Association, historical witnesses.
Based on the standards stipulated by the Minister of National Defense, the Chairman of the Commune-level People's Committee shall consider and decide on the recognition of Defense and Security Education Propagandists.
