Specific Technical Regulations for Light Boxes in Vietnam

Below are some of the basic contents stipulated in the National Technical Regulation on the Construction and Installation of Outdoor Advertising Means in Vietnam issued together with Circular 04/2018/TT-BXD.

1. Billboards and light boxes must be within the approved advertising plan.

2. Independent billboards and light boxes constructed or installed along highways outside urban areas must conform to the regulations in Table 1.

3. On pedestrian paths along urban roads, independent billboards and light boxes must comply with the regulations in sections 2.8.5 and 2.8.7 of QCVN 10:2014/BXD.

4. Along inland waterways, independent billboards and light boxes can only be constructed and installed in areas with embankment cladding; they must not obstruct signals or the view of waterway vehicle operators; the minimum distance from the top of the embankment to the nearest edge of the billboard or light box (towards the embankment) is 10 meters.

In case the waterway is within an urban area, billboards and light boxes must conform to urban planning and urban architectural management regulations.

5. In parks, independent billboards and light boxes must have a minimum height of 5 meters and a maximum height of 10 meters from the road surface to the bottom edge of the billboard or light box.

6. In the premises of stations, airports, bus terminals, parking lots, and rest stops, billboards and light boxes must have a position, design, and size appropriate to the advertising plan.

NOTES: Depending on specific locations and the terrain of the road in each locality, the distance between two adjacent billboards may vary but should not exceed:

- ±50 meters for national roads and expressways;

- ±25 meters for provincial roads;

- ±20 meters for district roads.

7. Billboards and light boxes fixed to the exterior of low-rise buildings must comply with safety regulations for fire prevention and fighting, evacuation, rescue, and do not affect the load-bearing capacity, construction structure; they must be securely and firmly connected to the building and the following regulations:

- Front or rear: Each floor is allowed to place one horizontal and one vertical billboard adjacent to the sign (if any); If there is no sign, only one horizontal and one vertical billboard are allowed:

  • For horizontal billboards/light boxes: protruding no more than 0.2 meters from the building exterior, with a maximum height of 2 meters and a width not exceeding the building width;
  • For vertical billboards/light boxes: fixed closely to the building exterior, with a maximum width of 1 meter, a maximum height of 4 meters but not exceeding the height of the floor where the billboard is placed.

- Side: Billboards/light boxes must be securely fixed closely to the building side. The quantity and position of billboards/light boxes must conform to the approved advertising plan and the following regulations:

  • The area of billboards/light boxes is only allowed to be a maximum of 50% of the side area of the building and must not exceed the side boundary at the position of the billboard;
  • For buildings up to 4 floors, the height of the billboard/light box must not protrude beyond the roof floor by more than 1.5 meters;
  • For buildings with 5 floors or more, the total area of billboards/light boxes must not exceed the side area of the building.

8. Billboards and light boxes affixed to the fence/wall surrounding the building must adhere to the regulation in section 2.2.1.7;

- Height must not exceed the height of the fence/wall;

- Must be surveyed and calculated to ensure the load-bearing capacity of the fence/wall; Must be securely and firmly connected and fixed closely to the fence/wall.
