Recently, the Ministry of Justice issued Circular 14/2014/TT-BTP providing guidance on Decree 59/2012/ND-CP regarding the monitoring of law enforcement activities.

According to Circular 14/2014/TT-BTP, based on basic information sources to assess the consistency and comprehensiveness of detailed regulation documents stipulated at points b, c, and d Clause 2, Article 2, the competent authority shall review and evaluate the compliance with the law as follows:
- Identifying and listing specific regulations in legal normative documents not promptly or fully executed by state agencies and authorized individuals, inaccurately or inconsistently guided; decisions applying the law issued by state agencies and authorized individuals violating procedures, authority, or lacking accuracy; common legal violations in specific fields;- Assessing the causes of the violation situation regulated in point a, Clause 1 of this Article based on criteria for the content of legal normative documents, the organization and implementation of the law, the law-abiding awareness of agencies, organizations, individuals, and other causes;- Recommending competent state agencies to implement measures for promptly organizing the execution of effective legal documents, addressing violations to ensure accuracy and consistency in guidance and application of the law; revising, supplementing, and promulgating new legal normative documents; implementing other measures to enhance the effective execution of the law and perfect the legal system, sending the recommendations to the same-level judicial authorities for monitoring and summarization.
Judicial authorities analyze, review, and summarize the recommendations of competent state agencies to implement measures for promptly organizing the execution of effective legal documents, reporting to the Minister, Heads of Ministerial-level agencies, Government agencies, and same-level People's Committees to consider handling within their authority or recommending the competent authority for consideration and handling.
