This is the noteworthy content in Circular 90/2013/TT-BTC of the Ministry of Finance, guiding the preparation of the 2014 state budget estimate, issued on June 28, 2013.
Solution to overcome difficulties regarding state budget expenditure policies in 2013 (Illustration image)
To be specific, in Article 4 of Circular 90/2013/TT-BTC stipulates the evaluation of the implementation of the state budget estimates for the first 6 months of 2013 and the forecast for the entire year 2013 (allocation, assignment of budget estimates, implementation of budget estimates,...) according to each expenditure field assigned by the state to the Ministries, central agencies, and localities in 2013. Evaluate the results of implementing the objectives, tasks, major programs, and projects of each Ministry, sector, field, and locality; the difficulties and obstacles and propose solutions.
Evaluate the implementation results and difficulties, obstacles arising from the implementation of tasks, mechanisms, policies, and expenditure policies while proposing solutions to be addressed within 2013, specifically:
- For social welfare policies: Social protection policies; health insurance policies supporting the poor, children under 6 years old, and near-poor people; policies for participants in the war for national defense and international duties; housing support policies for households with meritorious services facing housing difficulties; health insurance for households engaged in agriculture, forestry, fishery, and salt production; Disability Law; policies for poor and near-poor households, ethnic minorities, and people in especially difficult areas such as: the program to support rapid and sustainable poverty reduction in poor districts, housing support for poor households; support for production land, homestead land, housing, and drinking water for poor ethnic minority households with difficult lives; unemployment insurance policies; support for disease prevention and control, natural disaster mitigation, and hunger relief for the people; policies to support fishermen facing risks while staying at sea, offshore fishing; interest rate subsidy policies and compensation for interest rate differences to reduce post-harvest losses for agricultural and aquatic products, etc. Conduct a comprehensive review of all policies, identify overlapping and redundant contents to recommend integration or abolition of unsuitable policies.
- Status and results of implementing the autonomy and self-responsibility mechanism regarding the use of staffing and administrative management funds according to Decree 130/2005/ND-CP dated October 17, 2005, of the Government of Vietnam. Evaluate the organization, implementation of self-financed mechanisms, self-responsibility for performing tasks, organization, staffing, and financial arrangements for public service providers according to the Government of Vietnam's Decrees; and Decision 39/2008/QD-TTg dated March 14, 2008, of the Prime Minister of the Government of Vietnam promulgating the Regulations on bidding, ordering, and assigning tasks to provide public services using the state budget. Evaluate the implementation of the Government of Vietnam's action program issued according to Resolution 40/NQ-CP dated August 9, 2012, to implement the Scheme “Renewing the operational mechanism of public service providers and promoting private investment in some types of public service activities”.
- Evaluate the expenditure situation from administrative penalty revenue sources in the first 6 months of the year; unspent revenue (if any); calculate the operational funds for functional forces implementing administrative penalties in the last 6 months of the year to recommend competent authorities to ensure funds according to the Law on Handling of Administrative Violations and guiding documents.
