Solutions to address obstacles, promote production and consumption of construction materials in Vietnam (Internet image)
On August 26, 2024, the Prime Minister of the Government of Vietnam issued Directive 28/CT-TTg on solutions to overcome difficulties, obstacles, and promote the production and consumption of cement, steel, and construction materials in Vietnam.
To address the difficulties and obstacles and promote the production and consumption of cement, steel, and construction materials in the near future, the Prime Minister of the Government of Vietnam requires the ministries and central authorities, the People's Committees of the provinces, centrally-run cities, heads of the relevant agencies to thoroughly understand the guiding viewpoint and focus on implementing the following tasks and solutions.
(1) Regarding the mechanism and policy for industry development in Vietnam
- Review the mechanisms, policies, and institutions to encourage rapid and sustainable investment and development of the construction materials industry, serving production and business operations of enterprises, contributing to the country's socio-economic development.
Restructure the debt repayment period, adjust and reduce the loan interest rate framework for customers, including enterprises in the construction materials industry as per the legal regulations. Issue preferential policies on the use of household waste, industrial waste, and waste from certain industries such as ash, gypsum, etc., as fuel and raw materials replacements in the production of cement and other construction materials.
Strengthen state management work in the construction materials field, especially in activities of production and consumption of cement and construction steel.
- Study and adjust tax policies for the export of cement clanhke products to ensure competitiveness with other countries exporting the same products, while also adhering to the Comprehensive and Progressive Agreement for Trans-Pacific Partnership (CPTPP) regarding non-imposition of export taxes on goods with signatory countries.
Strengthen trade protection measures, technical barriers, and anti-dumping concerning steel products, imported tile products, wood fiber boards (LDF/MDF/HDF), sanitary wares, construction glass, etc., to eliminate unfair competition behaviors and ensure conformity with Vietnam's and WTO regulations.
(2) On the application of science, technology, and industry production transformation in Vietnam
In terms of applying science, technology, and transforming industry production, especially green production: Proactively innovate, flexibly apply high technology, digital transformation, green transformation, circular economy to reduce costs, increase productivity, quality, and competitiveness of products.
(3) Regarding the market in Vietnam
- Enhance forecasting of domestic and international developments to proactively have timely, effective solutions, helping enterprises have stable production and business orientations; combat smuggling, commercial fraud, counterfeit goods, fake goods; expand both the domestic and international markets.
- Boost public investment, construction of transportation infrastructure, irrigation, investment in developing urban and rural infrastructure, national defense and security works, maritime and island works for civil and economic maritime development.
- Resolve difficulties in the real estate and housing market; vigorously implement Resolution 33/NQ-CP of 2023 regarding several solutions to remove and promote the safe, healthy, and sustainable development of the real estate market.
- Vigorously deploy the scheme to invest in building at least 1 million social housing apartments for low-income people and other housing construction programs and projects to consume construction materials.
- Study to increase the proportion of selecting the option of using reinforced concrete viaducts for highway projects, especially in areas requiring flood drainage, deep weak soil, and areas lacking materials for road embankment filling like the Mekong Delta; study the maximum use of soil reinforcement with cement in road construction at bridgeheads, culverts, high embankment points, deep weak soil points, etc.
- Enhance the construction of anti-climate change works such as breakwaters, anti-erosion constructions, land subsidence prevention for affected areas.
- Prioritize investment in cement concrete roads in developing rural and mountainous road traffic, areas with difficult terrain, steep slopes and places frequently flooded.
(4) Regarding international cooperation in Vietnam
Boost investment cooperation, transfer of scientific and technical advancements, technology, and corporate governance to enhance efficiency, save raw materials and fuel, increase labor productivity, product quality, and environmental protection in the construction materials sector.
