Solid waste treatment project in Vietnam: What contents need to be published? (Illustrative image)

Article 5 Circular 24/2010/TT-BXD clearly states that, based on the approved construction plan of the Treatment Area and the demand for solid waste treatment of the provinces within the Treatment Area, the Provincial People's Committee has an Investment Preparation Board to publicly announce on mass media the list of projects in the Treatment Area to call for investors to participate in the project with the following main contents:

- Location, boundaries, and area of the land for the construction of the Treatment Area;

- Estimated treatment capacity;

- Preliminary requirements for treatment technology;

- Estimated solid waste treatment cost;

- Conditions for participating in building the Treatment Area;

- Investment form;

- Investment incentives;

- Deadline for receiving documents;

- Other necessary information.

In case the investor proposes to implement the project, the project proposal must include the following basic contents:

- Investment form, treatment capacity, and construction area of the Treatment Area;

- Treatment technology;

- Estimated solid waste treatment cost;

- Product consumption plan (if any);

- Compensation and site clearance plan for the Treatment Area (if any);

- Projected construction and environmental standards to be applied;

- Preliminary assessment of economic, social, and environmental impacts of the project;

- Solutions to restore the landscape, environment, and reuse the site of the treatment area after cessation of activities;

- Other proposals (if any);

- Time and progress of implementation.
