Article 3 Circular 24/2010/TT-BXD stipulates the Investment Preparation Committee for Inter-Provincial Solid Waste Treatment Area as follows:

1. Establishment of the Investment Preparation Committee for Inter-Provincial Solid Waste Treatment Area (hereinafter referred to as the Investment Preparation Committee):

- The Provincial People's Committee with the Solid Waste Treatment Area within their territory is responsible for deciding the establishment of the Investment Preparation Committee or agreeing to let the Provincial People's Committee with the largest proportion of solid waste treatment decide on the establishment of the Investment Preparation Committee (hereinafter referred to as the Provincial People’s Committee with the Investment Preparation Committee). In specific cases, the Provincial People's Committee with the Investment Preparation Committee may assign one of its subordinate units to perform the duties of the Investment Preparation Committee;

- The People's Committees of the provinces within the service range of the Treatment Area appoint representatives to participate in the Investment Preparation Committee upon the proposal of the Provincial People's Committee with the Investment Preparation Committee;

- The Provincial People's Committee with the Investment Preparation Committee issues the operating regulations of the Investment Preparation Committee after reaching an agreement with the People's Committees of the provinces within the service range of the Treatment Area.

2. Duties of the Investment Preparation Committee:

- Organize the formulation, appraisal, and approval of the construction planning for the Treatment Area according to regulations; In case there is no construction planning for the Treatment Area but an investor proposes an investment project, the Investment Preparation Committee reports to the Provincial People's Committee to assign the investor to organize the formulation of the construction planning for the Treatment Area;

- Develop a plan and organize the selection of investors, negotiate and prepare contracts for submission to the competent authority for signing investment contracts for constructing the Treatment Area;

- Perform other assigned tasks.
