From February 10, 2019, Circular 52/2018/TT-BLDTBXH issued by the Ministry of Labor, Invalids and Social Affairs will come into effect, regulating the minimum amount of knowledge and competency requirements that students must achieve upon graduation from intermediate and college levels in fields of agriculture, forestry, aquaculture, and veterinary medicine.

According to the Regulations on Minimum Knowledge Volume, Competence Requirements that Learners Must Achieve After Graduation at Intermediate and College Levels in Fisheries and Aquaculture in Saltwater and Brackish Water, issued together with Circular 52/2018/TT-BLDTBXH, the minimum skills that must be achieved after graduating from the college level in the fisheries and aquaculture sector in saltwater and brackish water are as follows:
- Diagnose common diseases (caused by fungi, parasites, bacteria, viruses, and the environment) on saltwater and brackish water aquatic species and apply treatment methods for those common diseases;
- Read, describe, and participate in designing basic technical drawings of hatcheries, cultivation zones for aquatic species, and auxiliary structures;
- Survey and select suitable areas to build hatcheries and cultivation zones for saltwater and brackish water aquatic species;
- Distinguish and use chemicals, products, equipment, and tools in the production and cultivation of saltwater and brackish water aquatic species;
- Proficiently carry out the steps for breeding, collecting, and hatching eggs, fry, and larvae of saltwater and brackish water aquatic species in hatcheries;
- Develop a production and business plan for hatcheries, cultivation zones, and aquatic product trading stores; provide technical consulting for production, nursery, rearing, and good customer care;
- Distinguish and use products, equipment, and tools in the production and cultivation of saltwater and brackish water aquatic species;
- Operate, maintain, repair, and clean various machines, equipment, and tools used in hatcheries and cultivation zones for saltwater and brackish water aquatic species;
- Proficiently execute the procedures for renovating and preparing the system for breeding, nursery, and commercial cultivation of saltwater and brackish water aquatic species;
- Select, install, and operate various nursery systems for saltwater and brackish water aquatic species that meet technical requirements;
- Monitor and manage well the fluctuations of hydrological and hydrochemical factors during the process of breeding parent stock, nursery, and commercial cultivation of saltwater and brackish water aquatic species;
- Study and effectively control the production process and maintain the quality of industrial feed for saltwater and brackish water aquatic animals in feed processing factories;
- Proficiently feed and manage feed during the process of breeding parent stock, nursery, and commercial cultivation of saltwater and brackish water aquatic species;
- Proficiently operate systems for cultivating and harvesting natural feed in hatcheries;
- Monitor and evaluate abnormal behavioral expressions of aquatic species during the process of breeding, nursery, and commercial cultivation;
- Diagnose and effectively treat common diseases (caused by fungi, parasites, bacteria, viruses, and the environment) on saltwater and brackish water aquatic species;
- Operate, maintain, and repair various machines and equipment according to the correct procedures, ensuring the principles of economy and safety;
- Comply with and proficiently perform the procedures for harvesting and transporting broodstock to cultivation zones, and transporting commercial aquatic species to processing and consumption sites, ensuring survival rates and health of livestock;
- Organize and supervise the implementation of protective and safety measures at sea and within nursery systems for aquatic species;
- Research and apply new nursery and rearing systems, scientific and technical advancements, and new methods into the production, nursery, and rearing systems for saltwater and brackish water aquatic species;
- Proficiently perform first aid procedures at accident sites and coordinate the transfer of accident victims to the nearest medical center;
- Proficiently perform cleaning tasks on various machines, tools, and equipment before the end of the working day;
- Use basic information technology as prescribed; exploit, process, and apply information technology in specialty work;
- Use basic foreign language skills, achieving level 2/6 in the Vietnam Foreign Language Proficiency Framework; apply foreign language skills to the specialty work.
