Recently, the Ministry of Labor, Invalids, and Social Affairs issued Circular 48/2018/TT-BLDTBXH regulating the minimum amount of knowledge and competency requirements that learners must achieve after graduating from intermediate and college levels in technical fields of electrical, electronics, and telecommunications.

According to the regulation on the minimum amount of knowledge and competency requirements that learners must achieve after graduating from intermediate and college levels in the refrigeration and air-conditioning engineering profession issued together with Circular 48/2018/TT-BLDTBXH, the following are the minimum skills that students must achieve after graduating from the intermediate level in refrigeration and air-conditioning engineering:
- Ability to read technical drawings, design diagrams, and installation schematics in the refrigeration system;
- Ability to select and use major tools and equipment in the profession;
- Ability to supervise and execute safety tasks in the profession;
- Ability to install and operate industrial, commercial, and residential refrigeration systems ensuring safety, technical requirements, and efficiency in saving raw materials and energy;
- Ability to install and operate local air-conditioning systems ensuring safety, technical requirements, efficiency, and saving raw materials and energy;
- Ability to maintain and service refrigeration systems ensuring safety, technical requirements, efficiency, and saving raw materials and energy;
- Ability to check the technical parameters of systems, equipment, and specialized raw materials inputs;
- Ability to repair mechanical, electrical, and refrigeration faults in refrigeration systems;
- Ability to repair common electrical control faults in refrigeration systems;
- Ability to assess the environmental impact of refrigerants and factors affecting the environment when performing tasks in the Refrigeration and Air-Conditioning Engineering profession;
- Ability to propose energy-saving solutions and waste reduction methods in the fields of Refrigeration and Air-Conditioning Engineering;
- Ability to categorize industrial waste;
- Ability to use basic information technology as required; exploit, process, and apply information technology in professional tasks of the profession;
- Ability to use basic foreign languages at level 1/6 in the Vietnamese language competency framework; ability to apply foreign languages to the professional tasks of the profession.
