Skills Requirements for College-Level Garment Technology

Recently, the Ministry of Labor, Invalids and Social Affairs (MOLISA) issued Circular 46/2018/TT-BLDTBXH regulating the minimum amount of knowledge and competency requirements that learners must achieve upon graduation from intermediate and college levels in fields such as materials, metallurgy, production, and other technical technologies.

According to the Regulation on Minimum Knowledge Volume, Competency Requirements for Graduates at Intermediate and College Levels in Garment Technology, issued with Circular 46/2018/TT-BLDTBXH, the minimum skills that students must achieve upon graduating from the college-level Garment Technology program are as follows:

- Proficiently use sewing equipment, automatic and semi-automatic devices, industrial sewing jigs and fixtures;

- Design both simple and high-end products using the draping method or on mannequins;

- Accurately grade patterns across sizes from simple to high-end products;

- Effectively utilize software in the garment industry: Design, pattern grading, and plotting on computers;

- Develop technical sewing documentation, fabric spreading, cutting semi-finished products, ironing, washing, cleaning, packaging, and determining material consumption rates;

- Create color charts and sewing process plans;

- Design and implement production lines;

- Produce prototype samples, counter samples, and production samples according to the correct procedures and technical requirements;

- Inspect and evaluate the quality of garments, raw materials, fabric spreading, cutting semi-finished products, ironing, finishing to ensure compliance with technical standards;

- Effectively manage production teams and resolve issues on the production line;

- Handle defects during pattern designing, sample sewing, line designing, and production line implementation;

- Address incidents in production sample design, sample sewing, technical documentation development, line designing, production line implementation, production team management, line sewing, and plotting;

- Implement Lean production line processes;

- Apply the 5S process in performing stages and positions;

- Maintain work logs and progress reports;

- Utilize basic information technology as required; exploit, process, and apply information technology in specialized tasks within the industry;

- Use basic foreign language skills, achieving level 2/6 in the Vietnam Language Proficiency Framework; apply foreign languages in specialized tasks within the industry.
