On December 28, 2018, Circular 46/2018/TT-BLDTBXH was issued by the Ministry of Labor, Invalids, and Social Affairs (BLDTBXH), stipulating the minimum volume of knowledge and competency requirements that learners must acquire upon graduation at intermediate and college levels in disciplines related to materials, metallurgy, manufacturing, and other technical technologies.

According to the regulations on the minimum amount of knowledge, competency requirements to be achieved by learners after graduating from the intermediate level, college level in the field of metal rolling and drawing technology, issued together with Circular 46/2018/TT-BLDTBXH, the minimum skills required for learners to achieve after graduating from the intermediate level in the metal rolling and drawing technology field are as follows:
- Install machinery and equipment in the production technology lines of metal rolling and drawing;
- Operate, exploit, and maintain metal rolling and drawing technology equipment;
- Participate in organizing and managing the production process;
- Handle basic technical incidents in production;
- Utilize basic information technology as prescribed; apply information technology in certain specialty tasks of the field;
- Use basic foreign language skills, equivalent to level 1/6 of the Vietnamese Language Proficiency Framework; apply foreign language skills in certain specialty tasks of the field.
Additionally, the regulations on the level of autonomy and minimum responsibilities to be achieved after graduating from the intermediate level are as follows:
- Have a sense of civic responsibility, proper professional ethics attitude; maintain discipline and industrial workplace manner;
- Work independently or in groups; address tasks assigned in the process of performing duties;
- Guide and supervise others in performing assigned tasks; take personal responsibility and responsibility for the group;
- Be responsible for evaluating the work quality and results of group members.
