Circular 46/2018/TT-BLDTBXH of the Ministry of Labor, Invalids and Social Affairs (MOLISA) promulgates regulations on the minimum knowledge volume and competency requirements that learners must achieve upon graduation from intermediate or college levels in various fields including materials, metallurgy, production, and other technical technologies, which will take effect from February 10, 2019.

As stipulated in the regulations on the minimum required knowledge and competencies that a learner must achieve after graduating from the intermediate level and college level in the automotive technology field, issued with Circular 46/2018/TT-BLDTBXH, the minimum skills required after graduating from a college in automotive technology are as follows:
- Read technical drawings of the structures of automotive parts and components, electric and control signal circuit diagrams; read classification symbols of components and parts in automobiles; and search specialized automotive technical documents.
- Correctly select, proficiently use, and maintain tools, disassembly equipment, measuring and inspection devices in the automotive technology field.
- Diagnose and accurately and fully_detect malfunctions in automotive assemblies and systems.
- Inspect such malfunctions in automotive assemblies, parts, and systems.
- Establish the process for disassembling components, parts, and systems of automobiles.
- Develop maintenance and repair procedures appropriate for each technical error and type of automobile.
- Perform maintenance and repairs in accordance with procedures and standards, ensuring technical specifications and labor safety.
- Organize and manage the maintenance and repair process aligned with the level of training received.
- Properly implement the 5S principles.
- Operate automobiles according to the law, meeting technical requirements and ensuring safety.
- Receive and transfer new technologies in the automotive field.
- Create production plans; organize and manage production activities to meet technical standards, safety standards, and industrial hygiene.
- Have the ability to train and foster knowledge and vocational skills for learners at lower levels.
- Use basic information technology as prescribed; exploit, process, and apply information technology in specialized professional work.
- Utilize basic foreign language skills at level 2/6 in the Vietnamese Foreign Language Competency Framework; apply foreign languages in specialized professional work.
