Skill Requirements for the Nursing Profession at the College Level

Circular 54/2018/TT-BLDTBXH of the Ministry of Labor, Invalids and Social Affairs (BLDTBXH) stipulating the minimum knowledge volume and competency requirements that learners must achieve after graduating from intermediate and college levels in health and social services fields will take effect from February 10, 2019.

According to the Regulations on minimum knowledge volume, competency requirements that learners must achieve after graduating from intermediate and college-level nursing programs, issued together with Circular 54/2018/TT-BLDTBXH, the minimum skills that learners must have after graduating from college-level nursing programs are as follows:

- Assess the patient's condition and provide appropriate nursing diagnoses;

- Categorize patients visiting for examination and emergency care, identify priority issues to propose appropriate solutions;

- Develop and implement a patient care plan;

- Proficiently perform basic and specialized nursing techniques;

- Assist doctors in performing procedures on patients;

- Perform first aid and initial emergency care for emergency cases in the community;

- Manage medical equipment, consumable supplies, medication, records, and books;

- Monitor, evaluate the condition, and record daily progress of patients, detect and report any abnormal developments of patients;

- Communicate politely and friendly with patients;

- Provide health consultation and education to patients, their relatives, and the community;

- Participate in early detection of epidemics in the locality and propose measures for epidemic prevention and environmental health protection;

- Use basic information technology as required; exploit, process, and apply information technology in professional work in the industry and profession;

- Use basic foreign language skills, achieving level 2/6 in the Vietnam's language proficiency framework; apply foreign language skills in professional work in the industry and profession.
