On February 10, 2019, Circular 47/2018/TT-BLDTBXH of the Ministry of Labor, Invalids and Social Affairs (BLDTBXH) promulgating regulations on the minimum amount of knowledge, competency requirements that learners must achieve after graduating from intermediate level, college level in mechanical engineering fields will take effect.

According to the regulations on minimum knowledge volume, competency requirements that learners must achieve after graduating at the intermediate level, and college level in the metalworking industry, issued together with Circular 47/2018/TT-BLDTBXH, the minimum knowledge learners must achieve after graduating from the intermediate level metalworking industry is as follows:
- Organize and implement first aid measures for electrical accidents, explosion accidents, and other labor accidents;
- Use measuring tools (angle gauge, caliper gauge, micrometer, caliper,...);
- Select the correct cutting tools and appropriate mounting methods;
- Read manufacturing drawings, assembly drawings;
- Process some details using hand tools;
- Grind and repair some cutting tools;
- Identify and classify manufacturing materials of details;
- Choose appropriate machine tools to process details according to technical drawing requirements;
- Operate each type of machine tool correctly and as per the procedure and principles;
- Select cutting tools for each step, each operation;
- Select and control spindle speed, feed rate when operating machines;
- Process some details on universal machines and some numerical control machines;
- Dismantle, repair, and adjust some jigs, molding dies,...;
- Handle some incidents that occur during the process of machining, assembling, repairing,...;
- Inspect and evaluate product quality;
- Use basic information technology as regulated; exploit, process, and apply information technology in specialized tasks in the industry;
- Use basic foreign languages, achieving level 1/6 in Vietnam's Foreign Language Competency Framework; apply foreign languages to specialized tasks in the industry.
