Scholarship and Grant Programs Must Be Publicly Listed Throughout the Entire Educational Institution

Recently, the Ministry of Education and Training has issued Circular 35/2011/TT-BGDDT regulating the awarding and receipt of scholarships and allowances for learners in educational institutions within the national education system.

In Article 5 of Circular 35/2011/TT-BGDDT, the provisions regarding the selection and awarding of scholarships and grants to learners within educational institutions in the national education system are as follows:

1. Selection of scholarships and grants

- The educational institution shall widely announce and publicly post the scholarship and grant programs throughout the entire educational institution so that learners are aware of them;

- Depending on the requirements of each scholarship or grant program, the selection of learners to receive scholarships or grants may be introduced by the Scholarship and Grant Selection Council of the educational institution or proposed by learners through the opinions of the class collective, homeroom teacher, faculty, functional departments, and other organizations within the educational institution;

- The head of the educational institution, based on the academic and training results of the learners, shall proceed to evaluate and award scholarships and grants according to the criteria and quantities specified; directly coordinate the sources of scholarships and grants and the recipients to avoid learners from receiving scholarships and grants from multiple programs simultaneously;

- The head of the educational institution shall approve the list of learners receiving scholarships and grants after reaching an agreement with the sponsors. In cases where sponsorship is provided through educational management agencies, the list proposed by the educational institution shall be sent to the educational management agency for approval by the sponsors. The list of selected learners must be publicly posted at the educational institution.

2. Forms of awarding scholarships and grants

Depending on the specific conditions of the educational institution and the scholarship and grant programs, the awarding of scholarships and grants to learners may be carried out in the following forms:

- Organize a scholarship and grant awarding ceremony;- Organize awarding on the occasion of other activities at the educational institution;- Direct payment in cash to the learner or via ATM card transfer;- Other legal money transfer forms.
