Circular 30/2017/TT-BYT was issued by the Ministry of Health on July 11, 2017, stipulating certain specific characteristics of rice bran used in the processing of traditional medicinal ingredients.
Accordingly, Circular 30 stipulates that when using rice bran in the processing of traditional medicine, newly milled rice bran (sticky or non-sticky) that is light yellow, fine and fragrant should be used.
The purposes of using rice bran include:
- Enhancing the effects on the spleen;- Reducing the dryness of the traditional medicine (medicament);- Minimizing undesirable effects;- Ensuring uniform drying, uniform yellowing, and a fragrant aroma.

Furthermore, Circular 30 stipulates that glutinous or non-glutinous rice can be used, but in most cases, glutinous rice will commonly be used in the production of traditional medicine for the following purposes:
- Drying precious medicinal herbs;- Fragrant and uniform yellowing of the medicament.
