Responsibility of Agencies and Organizations for Ship Security Forces

Decree 75/2018/ND-CP issued by the Government of Vietnam on May 15, 2018, stipulates the organization, authority, attire, and insignia of the shipboard security force.

Regulations on the Responsibilities of the Ministry of Public Security, the Ministry of Transport and Railway Transport Businesses Regarding Train Security Forces as follows:

Responsibilities of the Ministry of Public Security

- Direct the functional agencies of the Ministry of Public Security, cooperate with railway transport businesses to develop plans to organize periodic professional training and refresher courses for train security forces.- Take primary responsibility for organizing the professional training and periodic refresher courses for train security forces according to the plan agreed with railway transport businesses.- Direct, inspect, and guide the development of training programs, organize training, issue certificates of completion for professional security courses on trains, manage and keep records related to the professional security training on trains for the assigned agencies.- Handle violations according to legal regulations.

Responsibilities of the Ministry of Transport

- Coordinate with the Ministry of Public Security to develop professional security training content on trains and inspect railway transport businesses' compliance with this Decree's regulations.- Guide railway transport businesses in developing and implementing periodic safety and professional training for train security forces.

Responsibilities of Railway Transport Businesses

- Organize and manage security forces to ensure order and safety on trains within the business's management scope. Take primary responsibility, cooperate with specialized railway inspection agencies, the police, and local authorities to prevent, stop, and handle violations of the law onboard, ensuring order, safety, and the protection of passengers and clients' lives, health, and property.- Be responsible for providing uniforms, badges, insignias, nameplates for the train security force, and covering other costs for security activities on trains under the business's management; stipulate the usability period for the uniforms, badges, insignias, and nameplates of the train security force.- Based on the requirements, nature, and scale of the trains, decide on the form of organization and deployment of the force. Direct, develop, and organize the implementation of protection plans and regulations onboard. Supervise and inspect security activities on trains.- Implement the Ministry of Public Security's professional guidance documents on train security work.- Take primary responsibility, cooperate with functional agencies of the Ministry of Public Security to develop professional training and refresher plans for the train security force, additionally, organize periodic safety and professional refresher training for the train security force. Furthermore, the railway transport business needs to cooperate with the functional agencies of the Ministry of Public Security in organizing periodic professional refresher training for the train security force.- Annually by December 20, compile reports for the Ministry of Transport and the Ministry of Public Security, including:- Total number of security personnel onboard being managed;- Total number of security personnel onboard trained and professionally developed according to legal regulations;- Performance results of the train security force;- Difficulties and obstacles in implementing the Decree and propose suggestions and recommendations.
