From August 15, 2024, the responsibility for the management, exploitation, and use of the traffic accident database of officers, traffic police soldiers, and the police of units and local authorities in Vietnam are stipulated in Circular 26/2024/TT-BCA.

According to Article 30 of Circular 26/2024/TT-BCA, stipulating the responsibility for the management, exploitation, and use of the traffic accident database by officers and soldiers of the Traffic Police, and Police of units and local authorities in Vietnam as follows:
Responsibility of Traffic Police officers and soldiers
- Immediately enter the initial information determined on the traffic accident into the traffic accident database within 12 hours of receiving the traffic accident report; be responsible for the accuracy, completeness, and promptness of the traffic accident information; in case of violation, depending on the nature and extent, will be dealt with according to regulations; concurrently give an initial assessment of the cause of the traffic accident;
- Continue to collect and enter traffic accident information into the traffic accident database as the investigation progress, ensuring the accuracy and promptness of the traffic accident information;
- Within 07 days from the date of the conclusion of the investigation, verification, and resolution of the traffic accident, the officer must complete the entry of full information of the accident into the traffic accident database and finalize the traffic accident report form for submission to the competent leader for approval;
- Exploit and use data in the traffic accident database as assigned by the unit's leadership, and be responsible for the accuracy of the data exploitation results.
Responsibility of District-level Police
- Implement the traffic accident database in the district-level area following the instructions and guidance of the Department of Traffic Police and Provincial-level Police;
- Organize the collection, processing of information and documents, and update them into the traffic accident database;
- Direct the traffic police officers to promptly update the information of the traffic accident occurring on the district police's patrol and control routes into the traffic accident database, ensuring the correct investigation and resolution progress;
- Statistical data on traffic accidents should be cross-checked with the data of the People's Procuracy and district-level Health Agencies;
- Exploit and be responsible for using traffic accident information within the managed district-level area;
- Maintain computers and auxiliary equipment, ensuring the smooth operation of the traffic accident database in the managed scope.
Responsibility of Provincial-level Police
- Implement the traffic accident database in the provincial-level area following the instructions and guidance of the Department of Traffic Police;
- Organize the collection, processing of information and documents, and update them into the traffic accident database;
- Direct officers to promptly update the information of the traffic accident occurring on the patrol and control routes of the Provincial Traffic Police Department into the traffic accident database, ensuring the correct investigation and resolution progress;
- Statistical data on traffic accidents should be compared with the data of the People's Procuracy and provincial-level Health Agencies;
- Exploit and be responsible for using traffic accident information within the managed provincial-level area;
- Maintain computers and auxiliary equipment, ensuring the smooth operation of the traffic accident database within the managed provincial scope;
- Guide, inspect, and urge district-level police to implement the traffic accident database system.
Responsibility of the Department of Traffic Police
- Direct officers to promptly update the information of traffic accidents occurring on highways under the patrol and control authority of the Department of Traffic Police into the traffic accident database, ensuring the correct investigation and resolution progress;
- Standardize statistical report forms on traffic accidents;
- Implement the traffic accident database nationwide;
- Organize the installation of traffic accident database software; conduct training for Traffic Police officers to deploy and implement the traffic accident database program;
- Build a data center to store and process traffic accident information nationwide; deploy projects and proposals on the traffic accident database;
- Manage, exploit, use, and ensure technical support for the operation of the traffic accident database;
- Coordinate with the Ministry of Public Security's Office to publish the annual traffic accident statistics yearbook; cross-check the statistical data with the data of the Supreme People’s Procuracy and the Ministry of Health;
- Assist the Minister of Public Security in directing, guiding, inspecting, and urging local police in building the traffic accident database.
Responsibility of the Investigation Agency of the People's Public Security of Vietnam
- Provide prompt information on the traffic accident to the Traffic Police during the investigation and resolution process according to the provisions of Articles 8, 10, and 12 of Circular No. 62/2020/TT-BCA dated June 19, 2020, of the Minister of Public Security, stipulating the assignment of responsibility and coordinated relationship in the investigation and resolution of traffic accidents by the People's Public Security force.
** Directors of provincial, municipal police under the central authority, Heads of Traffic Police Departments, Heads of various police levels, and traffic accident statisticians are responsible for the accuracy of traffic accident data.
More details can be found in Circular 26/2024/TT-BCA, which comes into force in Vietnam from August 15, 2024.
