On February 10, 2019, Circular 46/2018/TT-BLDTBXH of the Ministry of Labor, Invalids and Social Affairs was issued, regulating the minimum knowledge volume and competency requirements that learners must achieve upon graduation from intermediate-level and college-level programs in materials, metallurgy, production, and other technical engineering fields, which took effect.

According to the regulations on the minimum required knowledge and competencies for learners after graduating from intermediate and college levels in the field of transport engineering technology, issued along with Circular 46/2018/TT-BLDTBXH, the minimum level of autonomy and responsibility that learners must achieve after graduating from the associate degree in transport engineering technology is as follows:

- Proactive, serious, and highly responsible in surveying, designing, and constructing transport projects;

- Work independently on some simple tasks;

- Guide and supervise others in the group while performing surveying and construction of transport projects;

- Take personal responsibility and partial responsibility for the group's work results before the leaders of the agency, organization, or enterprise;

- High responsibility for ensuring quality, progress, and cost-effectiveness;

- Evaluate the quality of work after completion and the performance of group members;

- Strictly comply with labor protection, occupational safety, and fire prevention regulations;

- Have a mindset for continuous learning and training to improve professional qualifications and job skills.
