Responsibilities and powers of candidates using the online examination software of the General Department of Taxation of Vietnam (Internet image) 

Regarding this matter, LawNet would like to answer as follows:

On May 20, 2024, the Director-General of the General Department of Taxation issued Decision 669/QD-TCT on the Regulations for Management, Use, and Organization of Examinations and Assessments on the online examination software of the General Department of Taxation of Vietnam.

Responsibilities and powers of candidates using the online examination software of the General Department of Taxation of Vietnam 

Candidates using the online examination software of the General Department of Taxation have the following responsibilities and powers:

- Candidates using the online examination software must take the exam on a computer with stable internet connection at the examination venue (for centralized examination format); or must take the exam on electronic devices with stable internet connection (for distributed examination format).

- For the centralized online examination format:

+ Candidates must be present in the examination room at least 30 minutes before the start of the exam. They must comply with the instructions of the invigilator.

+ For centralized examinations, candidates must present their identification card to the invigilator/system for verification before entering the examination room.

+ If any errors or mistakes are found in the candidate's name, middle name, date, month, year of birth, etc. in the examination list or examination form, the candidate must inform the invigilator to promptly report to the organizing unit for necessary adjustments.

+ Candidates must sit in the assigned seat with the exam number or sequence number assigned by the invigilator.

+ Any questions from candidates must be asked publicly to the invigilator in the examination room without affecting others; candidates must maintain order in the examination room. During the examination, candidates are not allowed to leave the examination room, except in exceptional cases permitted by the invigilator.

- Candidates must keep their assigned examination code confidential as regulated and strictly prohibited from sharing it with others.

- In case of any abnormal incidents related to the candidate's participation in the online examination software, the candidate must promptly inform the invigilator for handling according to regulations.

- Prohibited actions for candidates include:

+ Prohibiting any form of proxy examination; any acts of copying or transmitting examination data or any information related to the exam questions outside the examination room; or receiving solutions, or answering information from outside the examination room.

+ Prohibiting the use of mobile phones, technical devices for recording, transmitting, or copying data from external devices such as USB, HDD, audio or video recording devices, etc.

+ Prohibiting the exchange or use of other candidates' examination codes during the examination; exchanging with other candidates in the examination room; intentionally logging out of the software; intentionally exiting the examination screen beyond the allowed time, and other violations.

- When encountering unclear questions, candidates should report to the invigilator, take screenshots, and print them as evidence to keep in the record, while also recording in the minutes (with confirmation from the candidate and the invigilator) to report to the organizing unit for consideration and resolution.

- When the time for completing the exam expires, candidates must submit their answers and exit the online examination software. For centralized examinations, candidates are not allowed to leave the examination room until they have signed their full name on the examination submission list and the invigilator has confirmed the completeness of the examination data; candidates who do not sign their name on the examination submission list will be considered not taking the exam and receive a score of 0 for that exam.
