Circular 46/2018/TT-BLDTBXH of the Ministry of Labor, War Invalids and Social Affairs (MOLISA) promulgates regulations on the minimum knowledge volume and competency requirements that learners must achieve upon graduation from intermediate or college levels in various fields including materials, metallurgy, production, and other technical technologies, effective from February 10, 2019.

According to the regulations on the minimum amount of knowledge and competency requirements that learners need to achieve after graduating from a secondary vocational degree in Artificial Board Manufacturing Technology, as mentioned in Circular 46/2018/TT-BLDTBXH, the degree of autonomy and minimum responsibilities learners must achieve after graduating from a secondary vocational degree in this technology include:
- Have a sense of compliance with labor discipline, technical labor, quality and productive labor, and a spirit of cooperation with colleagues;
- Have a sense of responsibility for the tasks assigned, and protect public property;
- Always comply with the rules and regulations of the unit;
- Display appropriate attitudes and resolve professional issues reasonably according to the work position assigned;
- Guide and supervise others in performing assigned tasks; bear individual and group responsibility;
- Be aware of continuous learning and training to improve professional qualifications and occupational skills.
Furthermore, after graduation, learners possess the competence to meet the requirements in job positions within the industry, including:
- Technicians in the production line at enterprises manufacturing artificial boards;
- Participate in the organization of production and business of artificial boards;
- Instruct workers in the production of artificial boards for new employees or those with lower occupational skills;
- Prepare materials for producing artificial boards such as particle boards, fiberboards, plywood, and laminated boards.
