Resources for Building and Developing the Defense Industry

The Ordinance on National Defense Industry 2008 was promulgated on January 26, 2008. One notable content in this document is the regulation on resources for building and developing the national defense industry.

1. Capital sources for national defense industry development

According to Article 16 of the 2008 Ordinance on National Defense Industry, the capital sources for developing the national defense industry include:

- State budget;- Production development fund of core national defense industrial establishments;- Investments from domestic and foreign organizations and individuals participating in the construction and development of the national defense industry.

The State ensures the budget for the tasks of research, production, major repair, improvement, modernization of weapons, military technical equipment, technical materials, and other products serving national defense and security.

The management and use of capital sources for developing the national defense industry must be carried out according to the plan and legal regulations.

2. Workforce serving the national defense industry

Based on Article 17 of the 2008 Ordinance on National Defense Industry, the workforce serving core national defense industrial establishments includes:

- Individuals with occupations and professional qualifications suitable to the usage needs, who meet standards of quality, ethics, and health, have the desire, and are recruited by competent agencies and organizations;- Cadres, officials, and employees inside and outside the military mobilized by competent authorities to serve in a state of war and national defense emergency;- Contract labor.

The workforce serving in mobilization industrial establishments and organizations participating in national defense industrial activities is implemented according to the mobilization industrial law and labor law.
