Resolution of Complaints, Denunciations, and Appeals for Promotion of Teaching Public Employees

Circular 12/2018/TT-BGDDT has been issued by the Ministry of Education and Training regarding the Regulations on the promotion of professional titles for public employees teaching in public higher education institutions. The document takes effect from June 1, 2018.

Resolution of complaints, denunciations, and re-evaluation of promotion for public employees teaching at public university institutions is conducted as follows:

1. During the examination process, in cases of complaints or denunciations, the Promotion Review Council must consider and resolve according to current regulations within 15 working days from the receipt of the complaint or denunciation.

2. Re-evaluation of promotion results:

- Within 15 working days from the date the Promotion Review Council publicly announces and sends the promotion results to the candidates at the address provided in the application, the candidates have the right to submit a re-evaluation request;- Only re-evaluation requests submitted directly or via postal mail to the competent promotion review authority within the aforementioned timeframe will be considered and resolved;- The Chairman of the Promotion Review Council is responsible for organizing the re-evaluation within 10 working days from the end of the re-evaluation request submission period;- The Chairman of the Promotion Review Council decides to establish a Re-evaluation Committee, excluding members who participated in the Initial Review Committee. If the re-evaluation results differ by 10% from the initial score, the Chairman of the Promotion Review Council will organize a direct dialogue between the initial reviewer and the re-evaluator to consider and decide on the re-evaluation results;- The re-evaluation results are combined with the promotion review results, and the Chairman of the Promotion Review Council reports to the competent authority for consideration and recognition of the promotion examination results, and informs the candidates who submitted a re-evaluation request.
