To be specific, Circular 68/2020/TT-BCA stipulates the resolution and handling of traffic accidents or other accidents on waterways during patrol and inspection work by the Waterway Police. Details are as follows:

1. For traffic accidents or other accidents occurring on inland waterways

- Organize the rescue and emergency response for the victims, while mobilizing forces and means to salvage goods and damaged vehicles;- Organize traffic regulation. In case the accident seriously obstructs traffic activities or causes environmental incidents, immediately notify the relevant state management agency to promptly handle the situation;- Organize the protection of the accident scene: cordon off the scene, protect people, property, and related goods; detect and record traces and evidence at the scene and on vehicles involved in the accident; keep the positions and states of vehicles and trace evidence intact if conditions allow, noting and recording any changes that occur; temporarily detain vehicles, vehicle documents, drivers, related documents, and evidence related to the accident; grasp the situation of the event, people aware of the event, individuals related to the accident; track down the perpetrator fleeing the accident scene; collect other information related to the accident;- Report the situation to superiors; discuss the content of the incident; hand over the case file to the functional unit solving the accident, while continuing to protect the scene until the accident scene examination is concluded.

2. In case the perpetrator or vehicle driver flees

In addition to complying with the above regulations, the Waterway Police must proceed with:

- Collecting information about the vehicle, goods, vehicle driver, persons onboard, and the direction of escape;- Promptly reporting to the unit commander and organizing forces and means to pursue the fleeing vehicle;- Upon tracing the vehicle causing the accident, detain the vehicle, the driver, vehicle documents; collect relevant documents, traces, and evidence related to the accident; if resistance is met, conduct an escort according to legal regulations.
