Regarding this matter, LawNet would like to answer as follows:
The content below is mentioned in Decision 42/QD-BCDCHC dated March 18, 2024 on the 2024 Action Plan of the Government's Administrative Reform Steering Committee.
Specifically, in terms of formation of institutions and policies, the Government's Administrative Reform Steering Committee has outlined 09 general tasks as follows:
(1) Efficiently implement Resolution 27-NQ/TW in 2022 on continuing to form and perfect the socialist rule of law state of Vietnam in the new period and Resolution 77/NQ-CP in 2023 on the Government's Action Program to implement Resolution 27-NQ/TW in 2022 on continuing to form and perfect the socialist rule of law state of Vietnam in the new period.
(2) Implement the National Assembly's Resolution on the Program on Formulation of Laws and Ordinances for 2024 and adjust the Program on Formulation of Laws and Ordinances for 2023.
(3) Improve the quality of legislative document appraisal and issuance, ensuring coherence and feasibility; timely issue documents detailing and guiding the implementation of laws, ordinances, resolutions; increase resources and funding for judicial work.
(4) Review, promptly identify and remedy overlapping, inadequate, impractical legal provisions that hinder development.
(5) Prioritize resources for law formation and improvement; enhance the effectiveness and efficiency of law enforcement. Focus on removing bottlenecks in mechanisms and policies to support production, business activities, and people's lives. Continue to improve a comprehensive legal framework to promote the development of science, technology, and innovation.
(6) Effectively implement the Scheme for "Communication of Policies with Significant Impact on Society during the Process of forming Legal Documents in the 2022 - 2027 Period" issued with Decision 407/QD-TTg in 2022.
(7) Innovate and enhance the effectiveness and efficiency of monitoring the enforcement of laws, focusing on the key economic and social development areas in 2024, in line with the overall tasks of the 2021 - 2025 period. Well implement the Plan for monitoring the enforcement of laws in key sectors and inter-sectoral areas in 2024. Continue to effectively implement measures aimed at improving scores and ranking in the Legal Compliance Cost Index (Index B1).
(8) Fully update, timely and accurately, legal documents within the responsibility and authority of the relevant agencies and localities on the National Legal Database as regulated in Decree 52/2015/ND-CP.
(9) Research, develop specific regimes, policies for policy-makers.
The implementation of the aforementioned general tasks must ensure the following requirements:
- Assist the Prime Minister in directing and coordinating among ministries, sectors, and localities to effectively implement administrative reform tasks.
- Strengthen administrative reform in all 06 areas with the following focuses:
+ Regarding institutions, prioritize resolving legal obstacles for production and business activities.
+ Regarding administrative procedure reform, focus on simplifying administrative procedures, decentralizing and delegating powers, reducing input costs, compliance costs for citizens and businesses.
+ Regarding organizational reform of the administrative apparatus, focus on building a lean and efficient apparatus, enhancing the effectiveness and efficiency of operations, streamlining staffing in conjunction with restructuring and improving the implementation capacity of officials and public employees.
+ Regarding public service regime reform, focus on enhancing discipline, administrative discipline, strengthening administrative culture, building public service ethics, increasing the responsibility of officials and public employees in performing tasks for citizens and businesses.
+ Regarding public finance reform, focus on strengthening revenue enhancement measures, reducing regular expenditure, restructuring, increasing investment in development, combating negativity and corruption in public financial management.
+ Regarding the development of e-Government, digital government, accelerate digital transformation, build a digital government, digital citizens, particularly focusing on implementing Scheme 06.
- Clearly define the responsibilities of each ministry, sector, and locality in implementing the assigned tasks.
- The members of the Steering Committee need to proactively coordinate closely with ministries, sectors, and People's Committees of provinces and centrally-run cities in the process of implementing the assigned tasks.
