Requirements of the Telecommunications Station Installation Engineering Sector (TC)

Effective from February 10, 2019, Circular 48/2018/TT-BLDTBXH issued by the Ministry of Labor, Invalids and Social Affairs (BLDTBXH) stipulates the minimum volume of knowledge and competency requirements that learners must achieve upon graduation at the intermediate level and college level in technical fields of electricity, electronics, and telecommunications.

According to the Regulation on Minimum Knowledge Volume, Competency Required for Learners upon Graduation at Intermediate and College Levels in the Technical Field for Setting up Telecommunication Stations, issued with Circular 48/2018/TT-BLDTBXH, the following requirements for learners graduating from the Intermediate Level in the Technical Field for Setting up Telecommunication Stations are stipulated as follows:

1. Minimum Knowledge Volume

- Understand and present regulations and standards regarding technical drawings in the field;- Explain the functions and usage of mechanical tools and measuring devices for setting up telecommunications stations;- Describe the installation processes of BTS stations, electrical safety rules, and labor hygiene according to the 5S standard;- Outline fundamental knowledge about setting up telecommunication stations;- Explain the operating principles, standards, and technical specifications of electrical - electronic communication devices;- Analyze the functions, operating principles, and applications of green and clean energy models (such as solar energy or wind energy) to supply power to BTS infrastructure;- Describe and distinguish the functions and operating principles of network devices;- Understand basic knowledge about politics, culture, society, law, national defense and security, and physical education according to regulations.

2. Minimum Skills Requirements

- Read design drawings and install equipment according to drawings;- Use mechanical tools and measuring devices to install and test equipment;- Install monitoring devices and green energy devices for the BTS system;- Install telecommunication stations and related components like copper cables, optical cables, telecommunications cabinets, power systems, and other auxiliary equipment;- Repair and troubleshoot common faults of electrical - electronic communication devices;- Repair and troubleshoot cable system issues;- Utilize measuring devices for installation testing;- Apply the 5S management and sanitation model;- Use basic information technology as per regulations, and apply IT in specialized tasks;- Utilize basic foreign language skills, achieving level 1/6 in the National Foreign Language Competency Framework; apply foreign languages in some specialized tasks.

3. Minimum Level of Autonomy and Responsibility

- Take responsibility for one's work results and part of the group's outcomes before the leaders of the agency, organization, or enterprise;- Collaborate, be dynamic, and show creativity during work, maintaining a team spirit;- Uphold professional ethics, industrial conduct, and an awareness of discipline;- Assess the quality of work after completion by oneself and part of the group's tasks;- Possess the ability to update knowledge and be creative in work.
