Effective from February 10, 2019, Circular 46/2018/TT-BLDTBXH issued by the Ministry of Labor, War Invalids and Social Affairs governs the minimum knowledge volume and competency requirements that learners must achieve upon graduation from intermediate and college levels in fields related to materials, metallurgy, production, and other engineering technologies.

According to regulations on the minimum amount of knowledge and competency requirements that learners must achieve upon graduation from intermediate and college levels in the thermal engineering technology sector, issued together with Circular 46/2018/TT-BLDTBXH, the minimum knowledge that learners must achieve upon graduation at the college level in the thermal engineering technology sector is as follows:
- Describe and explain the structure, operating principles, control principles, and protection principles of refrigeration systems, air conditioning systems, drying systems, and boiler systems;
- Determine the installation, operation, maintenance, and servicing procedures of industrial, commercial, and residential refrigeration systems, localized and central air conditioning systems, drying equipment, boilers, etc., meeting technical and technological requirements;
- Analyze the technical characteristics and technical parameters of details, detail assemblies, and equipment in refrigeration systems, air conditioning systems, drying systems, and boiler systems;
- Describe measurement, inspection methods, and propose plans to repair, replace, and rectify equipment in refrigeration systems, air conditioning systems, drying systems, and boiler systems with the correct techniques and labor safety;
- Present essential knowledge about mechanics, electrical engineering, and automatic control engineering;
- Identify labor safety standards;
- Present basic knowledge on politics, culture, society, law, national defense and security, and physical education as prescribed.
