Requirements for the Host Organization of the Rural Development Support Program - Illustrative image

According to Article 5 of Circular 07/2016/TT-BKHCN, the requirements for the host organization, the project manager of the support program on the application and transfer of scientific and technological advances to promote socio-economic development in rural, mountainous, and ethnic minority areas from 2016 – 2025, the organization that supports technology application, technology being applied, and the duration of project implementation are specified as follows:

1. Host Organization of the Project:

- Is an organization established and operating according to legal regulations;- Has adequate technical infrastructure to ensure project implementation; has the capability to mobilize funds outside the budget and other resources to implement the project;- Directly implements the project, receives and benefits from the project results;- Has the capability to organize production linkage according to the value chain of goods or organize the production of goods to create livelihoods for people in difficult areas and ethnic minority areas;- Has a headquarters in the province or city where the project is implemented, except for special cases approved by the Ministry of Science and Technology;- Is not in a condition not eligible to participate in the selection, directly assigned to implement scientific and technological tasks as stipulated in Article 4 of Circular 10/2014/TT-BKHCN dated May 30, 2014, by the Minister of Science and Technology regulating the selection and direct assignment of organizations and individuals to implement scientific and technological tasks at the national level using state budget funds.

2. The Project Manager must meet the following requirements:

- Is an employee of the host organization of the project, has appropriate expertise, has at least an associate degree or higher in the field of technology transfer in the project, and has at least 3 years of working experience for those with a university degree or higher and at least 5 years for those with an associate degree;- Is not in a condition not eligible to participate in the selection, directly assigned to implement scientific and technological tasks as stipulated in Article 4 of Circular 10/2014/TT-BKHCN dated May 30, 2014, by the Minister of Science and Technology regulating the selection and direct assignment of organizations and individuals to implement scientific and technological tasks at the national level using state budget funds.

3. Organization Supporting Technology Application:

- Is an organization established and operating according to legal regulations;- Has sufficient scientific staff who master the technology being applied, have the capability to transfer technology;- Is the owner of the technology or has the legal right to transfer the technology, or is the leading organization for scientific and technological tasks at the Ministry, provincial, or national level using state budget funds to create the technology being applied and transferred.

4. The selected technology for application and transfer must meet the following requirements:

- Addresses significant issues for the socio-economic development of the project area and ensures ecological environmental protection; is appropriate for the development needs and actual conditions of the region, locality, and the Program's objectives;- Is advanced, novel, and more effective than the existing technology being widely applied locally;- Has a stable technical process, suited to the absorption capacity of the organizations and people in the project area;- Is recognized as a technical and technological advancement according to the regulations of the Ministry of Agriculture and Rural Development, or is a result of scientific and technological tasks using state budget funds at the Ministry, provincial, or national level, that have been evaluated and accepted or have been permitted by the Minister of Science and Technology for application and transfer.

5. The maximum duration for project implementation is 36 months. For projects involving perennial plant cultivation, afforestation, raw material area development combined with processing, and some other special subjects, the duration can be extended but not exceeding 60 months.
