Recently, the MOLISA has issued Circular No. 48/2018/TT-BLDTBXH stipulating the minimum volume of knowledge and competency requirements that learners must achieve upon graduating from intermediate and college levels in the fields of electrical engineering, electronics, and telecommunications.

According to the regulations on the minimum volume of knowledge, the competency requirements that learners must achieve after graduating from intermediate and college levels in the field of industrial electrical installation and control, issued together with Circular 48/2018/TT-BLDTBXH, the minimum skills required after graduating from the industrial electrical installation and control technology field at the college level are as follows:
- Identify, select, and correctly use technical standards for common electrical material groups according to Vietnam standards and IEC standards;- Operate and install electrical devices and equipment within the power supply system, electrical equipment, and automatic control in industry;- Install safety protection systems in both industrial and civil sectors;- Perform first aid and rescue operations for electric shock victims;- Identify and classify basic electrical materials, electrical devices, and equipment;- Detect malfunctions in residential and industrial electrical systems, determine causes, preventative measures, and remediation methods;- Measure basic parameters and quantities of electrical circuits;- Install, operate, maintain, and repair power supply and distribution systems according to requirements and design drawings;- Install and repair start-stop circuits, electrical equipment circuits for three-phase, single-phase, and direct current motors;- Calculate and select appropriate wires and arrange electrical systems suitable for working conditions and usage purposes in buildings, workshops, or factories;- Select grounding and lightning protection for power lines and structures in accordance with working conditions according to Vietnam and IEC electrical standards;- Install power supply lines for buildings and workshops meeting requirements and standards;- Proficiently use measuring devices to measure and check electronic components, circuit elements, and electrical parameters;- Proficiently solder and assemble/disassemble electronic circuits correctly according to technical standards;- Proficiently connect PLC with PC and peripheral devices;- Write programs for PLC to meet technical requirements;- Assemble and repair pneumatic control circuits in industries such as product sorting lines, lifting systems, etc.;- Operate circuits according to specified principles and procedures;- Develop reasonable maintenance plans ensuring safety and industrial hygiene;- Assemble and configure a network system;- Install SCADA control systems in the industry;- Program and control basic parameters and devices in industrial control systems;- Assemble and dismantle sensors and components/elements in automated systems, replace and calibrate elements;- Utilize basic information technology as regulated, and apply information technology in professional tasks of the field;- Utilize basic foreign language skills, achieving level 2/6 in the Vietnamese foreign language competency framework, and apply foreign language skills in professional tasks of the field.
