Recently, the Ministry of Science and Technology issued Circular 33/2014/TT-BKHCN promulgating regulations on the management of ministerial-level scientific and technological tasks of the Ministry of Science and Technology, which stipulates the requirements for ministerial-level scientific projects.

The requirements for Ministry-level scientific projects are stipulated as follows:
- The project proposal must be based on the tasks approved by the Government of Vietnam, the Prime Minister of Vietnam, or the Minister of Science and Technology; the cooperation programs between the Ministry of Science and Technology and other Ministries, ministerial-level agencies, agencies under the Government of Vietnam, and the People's Committees of provinces and centrally-administered cities.
- The research results of the project should be proposals or draft mechanisms, policies, processes, regulations, and legal documents that fully meet scientific and practical arguments.
- The implementation time for the project shall not exceed 24 months from the date of signing the science and technology contract.
A Ministry-level scientific project is a science and technology task that researches the theoretical and practical foundations to support the creation of mechanisms, policies, and laws within the management scope of the Ministry of Science and Technology.
