Recently, the Ministry of Science and Technology issued Circular 33/2014/TT-BKHCN promulgating regulations on the management of ministerial-level scientific and technological tasks of the Ministry of Science and Technology, which specifies the requirements for potential ministerial-level scientific and technological tasks.

The requirements for potential ministerial-level science and technology tasks are as follows:
- Capable of creating new research directions or capable of creating new products.
- The implementation period does not exceed 24 months from the date of signing the science and technology contract.
Potential ministerial-level science and technology tasks are ministerial-level science and technology tasks that focus on researching to solve science and technology problems requiring high applicability and have the prospect of creating and developing new research directions or new products in priority and key fields of science and technology within the management scope of the Ministry of Science and Technology.
Potential ministerial-level science and technology tasks include ministerial-level science and technology projects and ministerial-level science and technology projects.
