This is one of the contents stipulated in Circular 33/2014/TT-BKHCN Promulgating the regulation on management of ministerial-level science and technology tasks of the Ministry of Science and Technology, issued on November 06, 2014.
Requirements for Ministry-Level Pilot Production Projects by the Ministry of Science and Technology (Illustrative Image)
Ministry-level pilot production projects must meet the following requirements:
- The leading organization of the project must commit to the ability to mobilize self-funded capital or through cooperation with enterprises or organizations and individuals that have non-state budget funds.
- The technology or scientific and technological product being tested must be the result of a scientific and technological task that has been evaluated, accepted, and recommended for implementation by the scientific and technological council, or be the result of exploiting a patent or a useful solution.
- The technology or scientific and technological product expected to be tested must ensure stability on a small production scale and have feasibility in application or development on a mass production scale.
- The implementation period for the pilot production project should not exceed 36 months from the date of signing the scientific and technological contract.
A ministry-level pilot production project is a scientific and technological task in line with the management scope of the Ministry of Science and Technology, aiming to apply scientific research results and experimental deployment to test solutions, methods, economic-social management models, or small-scale pilot production to perfect new technologies or new products before putting them into production and life.
