Requirements for Ministry-level Science and Technology Projects

Recently, the Ministry of Science and Technology issued Circular 33/2014/TT-BKHCN promulgating regulations on the management of ministerial-level science and technology tasks of the Ministry of Science and Technology, which stipulates requirements for ministerial-level science and technology projects.

To be specific, the requirements for ministerial-level science and technology projects are as follows:

- Address scientific and technological issues directly serving the investment project in producing prioritized, spearhead products approved by the Minister of Science and Technology.

- Outcomes must ensure applicability and enhance the economic efficiency of the investment production project; they must be meaningful for the development of science and technology in sectors and fields managed by the Ministry of Science and Technology.

- Have plans to mobilize financial sources outside the budget and be confirmed for sponsorship or guarantee by financial organizations, credit institutions, or funds.

- Have a schedule consistent with the production investment project schedule.

- The implementation period does not exceed 36 months from the date of signing the science and technology contract.

Ministerial-level science and technology projects are tasks addressing major scientific and technological issues primarily serving the production of a key product or group of key products that elevate the technological level of the sector or field under the management scope of the Ministry of Science and Technology. These tasks are carried out in the form of ministerial-level scientific and technological topics or trial production projects with organically, synchronously linked objectives and content and conducted within a specified time frame.
