On February 10, 2019, Circular 46/2018/TT-BLDTBXH of the Ministry of Labor, Invalids and Social Affairs was issued, regulating the minimum knowledge and competency requirements that learners must achieve upon graduation at the intermediate level and college level in fields related to materials, metallurgy, production, and other engineering technologies.

According to the regulations on the minimum volume of knowledge and competency requirements that students must achieve upon graduation at the intermediate level, college level in the technology of rubber product manufacturing sector, promulgated together with Circular 46/2018/TT-BLDTBXH, the minimum skills that students must achieve upon graduating in the technology of rubber product manufacturing at the college level are as follows:
- Calculate and formulate the chemicals used in the technology of rubber product manufacturing;- Skillfully use various tools and equipment used in the production and evaluation of rubber products;- Proficiently operate the production processes of various rubber products: belts, conveyors, rubber pipes, tires, rubber tubes, various seals, gaskets and rubber parts, mattresses, rubber foam sheets, various thin films and rubber adhesives...;- Establish the physical and chemical criteria of rubber products and raw rubber materials according to Vietnamese standards;- Classify various types of rubber products;- Guide the inspection, maintenance, and hygiene processes of tools, production equipment, and assess the quality of rubber products;- Detect and handle incidents occurring during the production and preservation of rubber products;- Apply technical improvement measures, production management, and participate in research to enhance labor productivity, production efficiency, and product quality;- Utilize basic information technology as required; exploit, process, and apply information technology in specialized tasks of the sector;- Use basic foreign languages, achieving level 2/6 in the Vietnamese foreign language proficiency framework; apply foreign languages in specialized tasks of the sector.
