On December 28, 2018, the Ministry of Labor, War Invalids and Social Affairs issued Circular 46/2018/TT-BLD-TBXH stipulating the minimum knowledge volume and competency requirements that learners must achieve upon graduation from intermediate or college levels in various fields including materials, metallurgy, production, and other technical technologies.

In the Regulation on the minimum volume of knowledge and competency requirements that learners must achieve after graduating from intermediate and college levels in the metal rolling and drawing technology sector, issued with Circular 46/2018/TT-BLDTBXH, the minimum knowledge that learners must achieve after graduating from the intermediate level in the metal rolling and drawing technology sector is specified as follows:
- Apply both practical and theoretical knowledge to calculate and design basic technological stages in the metal rolling and drawing production process;
- Present and describe the structure, operating principles, and adjustments of the main equipment in the metal rolling and drawing technology line;
- Recognize and list the primary causes and collaborate on solving problems during the metal rolling and drawing production process;
- Present the basic technological parameters required for establishing the production process for various metal rolling and drawing products;
- Identify simple hole systems, billet heating policies, and some stages in the metal rolling and drawing technology process;
- Present basic knowledge about politics, culture, society, law, national defense, security, and physical education as prescribed.
