Recently, the Ministry of Labor, Invalids, and Social Affairs issued Circular 48/2018/TT-BLDTBXH regulating the minimum amount of knowledge and competency requirements that learners must achieve after graduating from intermediate and college levels in technical fields of electrical, electronics, and telecommunications.
Skills to be Achieved in the Field of Operation Management and Maintenance of Power Lines and Substations from 110KV and Below (Intermediate Level) - Illustrative Image
In the Regulations on the Minimum Amount of Knowledge and Competency Requirements Achieved by Students After Graduating at Intermediate Level and College Level in the Field of Operation Management and Maintenance of Power Lines and Substations with Voltage from 110kV and Below, issued together with Circular 48/2018/TT-BLDTBXH, it is stipulated the minimum skills that students must achieve after graduating in the field of operation management and maintenance of power lines and substations with voltage from 110kV and below at the intermediate level as follows:
- Implement the contents of work orders, operation orders, and operation procedures accurately. Precisely identify the tasks to be performed upon receiving work orders, operation orders, and operation procedures;
- Compare the appropriateness between the content, sequence of tasks in the work orders, operation orders, and operation procedures with reality and current regulations;
- Analyze, compare, and evaluate the appropriateness of designs against current technical standards;
- Inspect, compare, observe, and detect abnormalities, equipment defects, and risks leading to abnormal conditions, incidents, and anticipate the progress of incidents of equipment and the power grid;
- Skillfully use devices for measuring electrical parameters, heat distribution, force, and distance;
- Determine the position and specifications for installing elements in the electrical system;
- Skillfully operate primary equipment, secondary equipment, measurement control, relay protection systems, SCADA systems, and fire prevention systems;
- Conduct a thorough inspection of various equipment and power grid infrastructure correctly according to procedures;
- Compare test results with the technical specifications set by the manufacturer, evaluate the damage extent and propose appropriate solutions;
- Maintain and repair poles, cross-arms, insulators, equipment, and line accessories with voltages up to 110kV skillfully;
- Maintain, repair, and skillfully replace equipment and accessories in distribution substations, medium-voltage switchboards; maintain, repair, and replace underground cables up to 35kV;
- Maintain and repair primary equipment, secondary equipment, measurement control, relay protection systems, lightning protection systems, SCADA systems, and fire prevention systems in 110kV substations skillfully;
- Manage and use safety equipment and tools efficiently; accurately list materials, equipment, and tools for construction;
- Handle electrical system incidents skillfully according to procedures;
- Operate the electrical system proficiently according to procedures;
- Handle waste properly according to procedures;
- Organize and execute assigned tasks and jobs safely for personnel and equipment;
- Utilize basic information technology skills according to regulations; exploit, handle, and apply information technology in professional tasks of the field;
- Use basic foreign language skills, equivalent to level 1/6 in the Vietnam's Foreign Language Competency Framework; apply foreign languages in professional tasks of the field.
