Recently, the Ministry of Education and Training issued Circular 33/2014/TT-BGDDT promulgating the Regulations on standards for evaluating the quality of nursing training programs at university and college levels.

Circular 33/2014/TT-BGDDT stipulates the specific requirements for developing nursing training programs at university and college levels as follows:
- The program must satisfy professional, ethical, management, and legal requirements in the nursing field;- The program must ensure it meets the care needs of patients, their families, and the community;- The program must be linked to the national human resource development strategy and health policies and aim for international integration.
- The program includes core issues of knowledge, skills, and attitudes in nursing practice;- The program reflects the care for individuals throughout their lifespan and aligns with national and regional health care priorities;- The program ensures that learners acquire clinical practice skills through guidance, support, and supervision by clinical instructors and other health care professionals in various health care settings.
- The content emphasizes nursing management, patient care, and quality improvement in care;- The content emphasizes supporting research to maintain and enhance health and disease prevention in the community;- The content focuses on legal and ethical issues in health care corresponding with the diversity of Vietnamese culture.
- Reference is made to training programs from reputable nursing education institutions domestically or internationally;- Involvement of nursing scientists, lecturers, and managers;- Involvement of representatives from related social-professional organizations, employers, and graduates.
- The program structure specifies knowledge blocks, ensuring scientific, systematic, and reasonable distribution between nursing theory, practice, self-study, and research;- There are elective modules and integrated modules, meeting requirements of knowledge, skills, attitude, competencies aligned with the program objectives and outcomes;- The program structure is logical, ensuring coherence between the education levels within the institution and between nursing programs inside and outside the institution.
- Full training plans for different training systems are developed and implemented;- Detailed outlines for modules and subjects are fully developed and implemented;- Training plans and detailed outlines are periodically reviewed, assessed, adjusted, and supplemented towards improvement and quality enhancement.
