Reporting Responsibilities for the Implementation of the BOT Thermal Power Plant ProjectThe responsibilities for reporting the implementation of the BOT thermal power plant project are specifically stipulated in Circular 23/2015/TT-BCT regulating the order and procedures for investing in thermal power plant projects in the form of Build – Operate – Transfer contracts, issued on July 13, 2015.

To be specific: Article 18 of Circular 23/2015/TT-BCT stipulates reporting policies as follows:

1. Monthly Reports

During the construction of the plant, the BOT Enterprise is responsible for preparing a monthly report to be sent to the General Department of Energy and the relevant State management agencies on the 5th of every month. The content of the monthly report includes:

- Progress of work completed up to the reporting time;- Existing issues and suggestions, recommendations (if any);- Planned schedule for the next month.

2. Quarterly and Annual Reports

The BOT Enterprise must complete quarterly reports by the 5th of April, July, and September; annual reports must be completed by January 5th of each year and sent to the General Department of Energy and the relevant State management agencies.

3. Ad-Hoc Reports

In the event of an incident, natural disaster, fire, or at the request of a competent State Agency, the BOT Enterprise is responsible for promptly sending a report to the General Department of Energy and the relevant State management agencies.

Reporting on the implementation of the BOT project is the responsibility of the BOT enterprise. Therefore, BOT enterprises need to pay attention to fully and timely comply with the regulations set forth in Circular 23/2015/TT-BCT.
