Regulations to Know Regarding Military Ships Entering and Leaving Inland Waterway Ports and Wharves

This is one of the prominent provisions stipulated in Circular 11/2016/TT-BQP regarding the criteria for port classification, the publication of the inland waterway port list; technical grading, technical grading standards of inland waterway ports, standards of inland waterway wharves, and management of activities for inland waterway ports and wharves under the jurisdiction of the Ministry of National Defense.

Before entering the port, inland waterway terminal, at least 24 (twenty-four) hours in advance, the agency or unit with the ship must coordinate with the unit directly managing the port, terminal regarding the ship’s number, purpose of entering the port, terminal, time of arrival, and the duration of stay at the port, terminal. The unit directly managing the port, terminal will notify the port, terminal scheduling department to arrange the berthing position of the ship.

Before the vehicle enters or leaves the port, inland waterway terminal, the captain or ship manager or authorized person (hereinafter collectively referred to as the person handling procedures) is responsible for presenting the original copies of the following documents to the port, terminal scheduling department:

- Order or mission plan approved by the competent authority;- Vehicle registration certificate, registration book consistent with the registration number according to the unit’s designation;- Technical safety certificate;- Technical inspection report;- Qualification certificates appropriate to the title and type of vehicle;- List of crew members or decision listing officers, soldiers participating in activities on the ship, list of passengers (if any);- Military identification card for officers, professional soldiers, workers, or national defense public employees (hereinafter collectively referred to as military ID) or equivalent documents (when required);- Documents related to the cargo on the vehicle (if any).

Circular 11/2016/TT-BQP stipulates that for newly built or repaired vehicles on trial runs, the following documents must be presented to the port, terminal scheduling department:

- Long-distance trial run plan approved by the competent authority;- Inspection report from the registration authority confirming the vehicle's eligibility for a long-distance trial run;- List of vehicle operating crew and members participating in the trial run with valid identification documents (for Vietnamese citizens, it's the ID card; for foreign experts and technical specialists, it's the passport, permit from the competent authority certifying professional capacity, or work permit relating to the vehicle).

Within 01 (one) hour after checking all required documents, the port, terminal scheduling department shall report to the head of the unit directly managing the port, inland waterway terminal to issue the permit for entering and leaving the port, inland waterway terminal. The entry permit for the inland waterway terminal follows Form No. 09, and the departure permit follows Form No. 10 attached in the Appendix issued with Circular 11/2016/TT-BQP.
