According to Circular 03/2020/TT-BVHTTDL, the investor issues a decision to establish the Council for the Selection of Film Production Projects using the state budget after receiving written nominations from agencies and units for personnel to participate in the Council, including the establishment of an Expert Group to assist the Council.

The investor assigns the project selection agency to propose the personnel structure for the Council and the supporting expert group. Additionally, agencies and units nominating personnel to participate in the Council must ensure that the personnel have expertise in the field of film production, in accordance with the provisions of point b, clause 2, Article 7 of this Circular.

Members of the Council and the Expert Group assisting the Council shall work concurrently. In the event that it is necessary to replace members of the Council, personnel in the Expert Group assisting the Council due to reasons of health, transfer of work, specialization, or force majeure, the project selection agency shall send a written request to the nominating agency or unit to nominate new personnel and request the Investor to consider and decide on the adjustment, supplementation, or establishment of a new replacement Council.
