On December 28, 2016, the Ministry of Labor, War Invalids, and Social Affairs issued Circular 44/2016/TT-BLDTBXH providing guidance on vocational training policies and job creation for individuals who have completed their prison sentences.
The provisions regarding vocational training and employment capital for persons who have completed their prison sentences are stipulated in Circular 44/2016/TT-BLDTBXH as follows:
- Persons who have completed their prison sentences and wish to apply for vocational training loans may do so in accordance with Decision 157/2007/QD-TTg.- Persons who have completed their prison sentences and wish to apply for employment creation loans from the National Employment Fund may do so in accordance with Decree 61/2015/ND-CP.- Based on local socio-economic conditions, the Department of Labor, War Invalids and Social Affairs (LDTBXH) shall cooperate with relevant agencies to advise the Provincial People's Committee (UBND) in the utilization of other credit sources to support preferential loans for persons who have completed their prison sentences in developing production and creating jobs.
According to Circular 44/2016/TT-BLDTBXH, persons who have completed their prison sentences and fall under social protection beneficiaries are entitled to support policies as specified in Decree 136/2013/ND-CP.
