The procedures for making administrative boundary records in Vietnam from October 18, 2024, will be implemented in accordance with the Circular 11/2024/TT-BNV.

On October 18, 2024, the Minister of Home Affairs of Vietnam issued Circular 11/2024/TT-BNV regulating the preparation and management of administrative boundary records in Vietnam.
Specifically: in Article 3 of Circular 11/2024/TT-BNV, the procedures for preparing administrative boundary records in Vietnam from October 18, 2024, are stipulated as follows:
(1) Evaluating the current status of administrative boundaries and administrative boundary records
Based on documents from competent authorities on the establishment, dissolution, merging, division, adjustment of administrative boundaries; documents on determining administrative boundaries in areas not yet agreed upon or where there is a need to adjust the actual boundary marker positions, the provincial-level People's Committee organizes surveys, evaluates the current status of administrative boundaries in the field and evaluates the status of administrative boundary records stored and managed at various levels as a basis for determining the items and volume of work that needs to be implemented.
(2) Determining administrative boundaries in the field
- The provincial-level People's Committee organizes the determination of administrative boundary lines at all levels, positions of boundary markers, and characteristic points on the administrative boundary line in the field.
- The Ministry of Home Affairs of Vietnam presides, in cooperation with relevant ministries, agencies, and localities, to organize the determination of administrative boundary lines, boundary marker positions, and characteristic points on the administrative boundary line at the provincial level related in the field, as prescribed by competent authorities in areas not yet agreed upon administrative boundaries at the provincial level and delivers the results to the provincial-level People's Committee to complete the administrative boundary records.
(3) Preparing the original field map of administrative boundaries
- Based on the results of determining administrative boundary lines, boundary marker positions, and characteristic points on the administrative boundary line, the provincial-level People's Committee organizes the drafting onto the national coordinate system’s topographic map and marks the boundary markers in the field, measures the coordinates and height of boundary markers, creates sketches of boundary marker positions, completes the administrative boundary map, and signs to confirm the original field edition.
- For administrative units with national borders, the provincial-level People's Committee relies on related legal documents on the national border to update national border lines in the administrative boundary records, ensuring the administrative boundary line is closed to the national border, and seeks the opinion of the Ministry of Natural Resources and Environment of Vietnam before completing the original field administrative boundary map.
(4) Completing the administrative boundary records
- Based on the original field administrative boundary map confirmed by related administrative units, the provincial-level People's Committee organizes the completion of administrative boundary records as prescribed by this Circular and legal regulations on technical determination of administrative boundaries, boundary marking, and preparation of administrative boundary records at all levels.
- Reproducing and signing administrative boundary record confirmations
After administrative boundary records at all levels are completed, the provincial-level People's Committee organizes reproduction in sufficient quantities as prescribed and signing of confirmations as follows:
+ administrative boundary records at the commune level include 05 sets, signed by the commune-level People's Committee and confirmed by the district-level People's Committee.
For the sketch of boundary marker positions on the district-level administrative boundary line at the commune level, the district-level People's Committee signs and the provincial-level People's Committee confirms; for the sketch of boundary marker positions on the provincial-level administrative boundary line at the commune level, the provincial-level People's Committee signs.
+ administrative boundary records at the district level include 04 sets, signed by the district-level People's Committee and confirmed by the provincial-level People's Committee.
+ administrative boundary records at the provincial level include 03 sets, signed by the provincial-level People's Committee.
(5) Components of administrative boundary records
- Commune-level administrative boundary records include:
+ Commune-level administrative boundary map.
+ Confirmation sketches of boundary marker positions at the commune, district, and provincial levels on the commune-level administrative boundary line.
+ Confirmation of coordinate positions of boundary markers at the provincial, district, and commune levels on the commune-level administrative boundary line.
+ Coordinate tables of characteristic points on the commune-level administrative boundary line.
+ General description of the commune-level administrative boundaries.
+ Confirmation minutes of the description of the commune-level administrative boundary line.
+ Statistical forms of place names (residential areas, hydrography, topography).
+ Handover minutes of boundary markers at all administrative levels.
+ Copies of competent authority documents on the establishment, dissolution, merging, division, adjustment of commune-level administrative boundaries, or documents on determining commune-level administrative boundaries.
- District-level administrative boundary records include:
+ District-level administrative boundary map.
+ Confirmation sketches of boundary marker positions at the district and provincial levels on the district-level administrative boundary line.
+ Coordinate tables of district-level and provincial-level boundary markers and characteristic points on the district-level administrative boundary line.
+ General description of the district-level administrative boundaries.
+ Confirmation of the description of the district-level administrative boundary line.
+ Copies of competent authority documents on the establishment, dissolution, merging, division, adjustment of district-level administrative boundaries, or documents on determining district-level administrative boundaries.
- Provincial-level administrative boundary records include:
+ Provincial-level administrative boundary map.
+ Confirmation sketches of boundary marker positions on the provincial-level administrative boundary line.
+ Coordinate tables of provincial-level boundary markers and characteristic points on the provincial-level administrative boundary line.
+ General description of the provincial-level administrative boundaries.
+ Confirmation of the description of the provincial-level administrative boundary line.
+ Copies of competent authority documents on the establishment, dissolution, merging, division, adjustment of provincial-level administrative boundaries, or documents on determining provincial-level administrative boundaries.
