The content is detailed in Circular 214/2016/TT-BTC, which prescribes the rates, collection policies, submission, management, and use of fees for content appraisal of non-business documents for issuing publication licenses, fees for issuing non-business publication import licenses, and fees for registration of publication imports for business purposes.
The management and use of fees shall be carried out according to the following regulations:
- The fee-collecting organization shall submit all collected fees to the state budget.- In cases where the fee-collecting organization is allocated operating costs according to the regulations of the Government of Vietnam or the Prime Minister of the Government of Vietnam on the mechanism of autonomy and self-responsibility in the use of staffing and the use of administrative management funds for state agencies, they are allowed to retain 90% of the total collected fees to cover the costs of appraisal and fee collection in accordance with Clause 2, Article 5 of Decree 120/2016/ND-CP. The remaining fees (10%) shall be submitted to the state budget by the fee-collecting organization.
