On December 28, 2018, the Ministry of Labor, Invalids and Social Affairs (MOLISA) issued Circular 48/2018/TT-BLDTBXH regulating the minimum knowledge volume and competency requirements that learners must achieve after graduating from intermediate and college levels in the fields of electrical engineering, electronics, and telecommunications.

as per the Regulations on Minimum Knowledge Volume, Competency Requirements that Learners Must Achieve Upon Graduation from the Intermediate and College Levels in the Marine Electrical Engineering field, issued together with Circular 48/2018/TT-BLDTBXH, the following minimum knowledge requirements must be met by learners upon graduation from the intermediate level in the Marine Electrical Engineering field:
- Describe the application of various electrical materials;
- Describe the structure, working principles, and applications of electronic components;
- Describe the structure and working principles of electrical devices;
- Describe the structure and working principles of various types of electrical machines;
- Describe power stations and analyze the methods of power distribution on ships;
- Analyze the control principles and control systems for the electrical drives of systems such as the steering system, cargo system, anchor windlass system, pump system, ventilation system, and other electrical drive systems on ships;
- Analyze the layout of signaling and communication systems on ships;
- Describe the structure and working principles of automatic testing systems on ships;
- Describe the structure and working principles of automatic control systems on ships;
- Explain the principles of work safety, industrial hygiene, and fire and explosion prevention;
- Present basic knowledge about politics, culture, society, law, national defense and security, and physical education as regulated.
