Regulations on the Collection and Verification of Surface Meteorological Data

Recently, the Ministry of Natural Resources and Environment has issued Circular 39/2013/TT-BTNMT stipulating the economic-technical norms for hydrometeorological documentation work.

To be specific, according to Article 20 of the Regulations on Economic-Technical Norms for Hydrometeorological Data Tasks issued together with Circular 39/2013/TT-BTNMT, the reception and verification of surface meteorological data are specified as follows:

Regarding data reception:

* Preparation tasks:

- Reviewing the assigned tasks of the station network managed by the regional stations, including: Indicators (measured factors), equipment, machinery of each station as a basis for cross-checking with the data sent by the stations;- Arranging labor to receive the data, reminding the stations to submit data on time according to current regulations.

* Data reception:

- Submission procedures:

- For data received directly: The data submission statistics must be confirmed by the regional hydrometeorological station. Making data submission statistics and drafting minutes in accordance with the hydrometeorological data storage regulations.- For data sent by mail: Identifying the postal stamp; inventorying the data and cross-checking with the statistics prepared by the regional hydrometeorological station, promptly notifying the station for corrections if any discrepancies are found; confirming the data handover and sending it back to the sender.

- Legal validation: Comments and signatures of the director of the regional hydrometeorological station (with a seal).

- Data volume check: Based on the assigned tasks regarding the indicators (measured factors), checking the monthly reports against the amount of data, identifying the cause of any deficiencies.

Regarding data verification (quality inspection):

- Checking the physical condition of the data;- Checking the implementation of procedures and rules;- Checking the types of original records;- Checking the types of charts;- Checking the types of reports;- Checking the calibration of the charts;- Checking the selection of extreme values for each factor;- Checking the correlated values derived from pre-prepared tables;- Checking between original records and various reports;- Checking between original records and various charts;- Checking correlations between measured factors;- Checking the formulation of Synop electronic codes.

Regarding quality evaluation, classification, and data transfer: Quality evaluation: After the quality inspection, grading the quality of materials. Combining with other aspects (projects, measurement equipment, process implementation) to evaluate the basic investigative quality for each station, and for the entire station network. Reporting results: Reporting the basic investigative quality results of each regional station to the National Hydrometeorological Center and sending it to relevant agencies and units. Data transfer: After the quality inspection and basic investigative quality evaluation, all data are sent to the Hydrometeorological Data Center for storage and exploitation according to current regulations.
