This is the content stipulated in Circular 42/2010/TT-BLDTBXH, which outlines the appointment, recognition, reappointment, and reevaluation of principals of vocational colleges, intermediate vocational schools, and directors of vocational training centers in Vietnam.

According to Article 12 Circular 42/2010/TT-BLDTBXH regarding the re-appointment of the principal of vocational colleges and intermediate vocational schools in Vietnam:
- Completed tasks during tenure;
- Meets the qualifications for the title of principal/director as prescribed at the time of re-appointment consideration, meeting the requirements of future work;
- The school/center has a need;
- Healthy enough to complete the assigned tasks and responsibilities;
- The principal/director being considered for re-appointment must have completed one term. In cases where the remaining time to retirement is less than 5 years at the time of re-appointment, the appointment term will be calculated until the retirement age as prescribed.
- The principal of the school/director of the center being re-appointed must prepare a personal responsibility statement for the duration of the tenure;
- Organize a conference of key officials chaired by the leadership of the school/center to discuss conditions for re-appointment and evaluate the fulfillment of duties by the principal/director during their tenure.
- Organize an inter-departmental conference chaired by the head or deputy head of the school/center including the Vietnam Communist Party secretary (or branch secretary), the leadership collective of the school/center, to discuss and vote. The person recommended for re-appointment must receive the majority approval from the conference members.
- Personal responsibility statement for the tenure period;
- Evaluation report of the principal/director by the leadership collective of the school/center and the party committee;
- Minutes of the key officials' conference;
- Minutes of the inter-departmental conference proposing re-appointment;
- Official Dispatch from the school/center leadership requesting the competent authority to decide on the re-appointment of the school principal/center director.
Within 20 working days from the date of receipt of a complete and valid dossier requesting re-appointment, the Minister, head of a ministry-level agency, head of an agency under the Government of Vietnam, head of a Central agency of a socio-political organization, Chairman of the Provincial People's Committee shall decide on the re-appointment of the school principal/center director under their management.
Principals/directors who, upon the expiration of their appointment term, do not meet the conditions for re-appointment shall be assigned to other tasks by the appointing authority.
