Regulations on Providing Information to the Press about the Ministry of Defense

Circular 03/2019/TT-BQP has been signed and promulgated by the Ministry of National Defense, stipulating the management of press activities within the Ministry of National Defense. This document replaces Circular 164/2014/TT-BQP.

According to the new regulations, the provision of information to the press within the Ministry of National Defense is carried out as follows:

- Within the scope of their authority and duties, agencies, units, organizations, and individuals responsible within the Ministry of National Defense have the right and obligation to provide information to the press and bear legal responsibility.- Information can be provided to the press in writing; through the Ministry of National Defense's electronic portal, the general information page of the agency or unit; press conferences; interviews; and other forms.- The content provided to the press is executed according to Articles 6, 7, 8 of Circular 183/2017/TT-BQP.- When providing important, complex, or sensitive information to the press, the head of the agency or unit under the Ministry of National Defense must seek opinions from the relevant authorities. In case the information cannot be provided immediately to the reporters, the head must be responsible for researching to provide the information to the press as quickly as possible.- Agencies, units, organizations, and individuals with authority have the right to refuse to provide information to the press according to Clause 2, Article 38 of the Press Law.
