On May 15, 2014, the Ministry of Education and Training of Vietnam issued Circular 15/2014/TT-BGDDT on the Regulation of Master’s Training.

Under the master’s training regulations issued with Circular 15/2014/TT-BGDDT, if the assessment council concludes the thesis is unqualified, the head of the training institution shall halt the issuance or revoke and cancel the issued master's degree (if any) because the learner does not meet graduation requirements. Where the thesis is unqualified not due to illegal copying, the rights and responsibilities of the learner shall be as follows:
Where the thesis has not been defended again and the topic still needs research, the learner may edit, supplement, and defend the thesis again before the assessment council as stipulated in Clauses 1, 2, 4 of Article 29. If the maximum duration for completing the training program as prescribed in Point c, Clause 3, Article 3 of this Regulation has expired, the learner is given an extension of no more than 3 months;
Where the thesis has been defended again or the topic does not need further research, if the learner wishes, the head of the training institution assigns a new topic. If the maximum duration for completing the training program has expired, the new topic must be completed within a maximum period of 6 months. The head of the training institution organizes the thesis assessment according to the regulations in Clause 2, Article 27; Article 28, and Clauses 1, 2, 4 of Article 29 of this Regulation;
The costs for editing, supplementing the thesis, and implementing and defending the new topic shall be paid by the learner.
